Some cadence despiting waiting on the traffic light?

I’ve just seen something odd in intervals.icu. Today I stopped at two traffic lights and waited for it to turn green again. Despite no tempo at all the watch recorded cadence and power.
The first stop is a stop, but the second one is strange. Garmin’s view:
