Time mode lock button partly locks the watch

I configured the lower right button to lock the watch in time mode, but I noticed today that it does that only partly. When I lock the watch, the buttons and touch swipes don’t work anymore but the backlight is still activated when water touches the screen or when I tap it.
Also the watch keeps showing the seconds.

Is this by design or a bug?
