Steps continue to be counted for current exercise while recording is paused

When comparing two nearly identical interval runs I was surprised about the extremely different number of steps. The first run oft about 2,4km had around 2300 steps and cadence was 84rpm. The second run was nearly identical, but had 4700 steps in logbook and SA.
The difference was, that in the first run I stopped and saved the exercise immediately. But after the second run I only paused the exercise and walked the same way back to my starting point and saved later.Why steps keep counting for current exercise while recording is paused?

@wotus I believe steps are counted as part of overall basal metabolism. This aids in determining the total number of calories you expend, which includes exercise and whether you are sedentary or moving.
