Suggestion on old posts

As some users pointed out, we usually tell people to not open new topics when there is already something in the forum, but when they try to post on topics that have not been active in a while they get a message suggesting them to open a new topic instead.
Is this something that can be changed?

Getting fed up of having to scroll through the same posts each visit?
