Battery Widget vs Battery System?

I’ve noticed a few times, but not always, when S7 is sitting on charger that the the Battery Widget (and the battery display when you swipe from top) shows a number less than 100%, and never gets to 100% no matter how long I leave it - whereas if I click the Widget to go to the System app, it shows its 100%.

But then if I wear the watch, the Widget immediately displays 100%!?

Is this normal? Bit of a pain having to click the widget (and unlock etc) whilst its charging to find out if its fully charged or not. ‍️

(The WearOS app on the phone displays battery that matches the Widget rather than what’s in the Battery System app).
