Is the suunto HRM belt measuring running dynamics or just a basic parameter of heart rate during exercise

Just basic heart rate during exercise.
If your start an exercise with the watch, you can also then leave the watch behind, do your exercise, then when you pick your watch up again it will transfer the heart rate data - i.e. it stores it on the belt until you get back to the watch. (At least on all of the recent Suunto watches).
