About post queue rule

Hi, I just noticed Dimi’s announcement that people with negative reputation are entering a post queue. It probably means that those posts must be released by the moderators?

I suggest even tighter rule: people with reputation smaller than the amount of their posts should be moderated. That would significantly reduce trolling in the forum.
